Bronze statue of the first prime minister from Hiroshima

Kato Tomosaburo was born in Hiroshima in 1861. He entered the Naval Academy in 1873, and after serving in the Sino-Japanese War and the Russo-Japanese War, he served in various positions, including Commander-in-Chief of the Kure Naval District and Commander-in-Chief of the First Fleet. In 1915, he became Minister of the Navy, and attended the Washington Naval Conference in 1921 as Chief Plenipotentiary. In 1922, he became the first Prime Minister from Hiroshima, but passed away in 1923.
