The monument was erected in 1959 as part of the 20th anniversary commemorations of the Hiroshima Red Cross Hospital. It was moved to its current location in 2013 when the hospital was rebuilt.

The hospital was destroyed, leaving only its outer shell, but many victims gathered there seeking medical help. Doctors and nurses who barely managed to survive continued to provide treatment with the limited medical supplies they had.
