It was built to commemorate the war dead from the Sino-Japanese War to the Pacific War and the victims of the atomic bomb in the former village of Ogouchi.

Of these, 11 were soldiers, 5 mobilized students, and 2 military personnel, making a total of 18 people). The names of the victims are inscribed on the front of the monument.
