It was built to commemorate the war dead from the Sino-Japanese War to the Pacific War and the victims of the atomic bomb in the former Hiura village.

The names of the victims are inscribed on the back of the monument. Flowers are offered to commemorate the dead once a week by the residents of the Ushiroyama area.
