It was founded in 1775 (5th year of the Horeki era), and has been constructed and rebuilt since the Meiji era. Within the grounds, there is a large natural stone monument to Sugawara no Michizane's poem, as well as a brush mound, and the cherry blossoms in spring and autumn leaves in fall enhance the scenery of the grounds. There is also Sugawara no Michizane's Well behind the main shrine. It is said that the place was named "Mitarai" because Sugawara no Michizane used the water basin here on his way to Dazaifu.
