This is a symbolic facility that serves as a place of mourning and consolation for those who lost their lives in the torrential rains of August 20, 2014. As recovery and reconstruction progress, traces of the disaster are gradually disappearing from the cityscape, and memories of the disaster and the sense of crisis are fading, this facility was built in response to the strong desire of the victims to "pass on the memory of this disaster as a lesson to the next generation."
