This is a symbolic base facility that serves as a place for mourning and repose of the souls of those who lost their lives in the heavy rains of August 20, 2014. As recovery and reconstruction progress, traces of the disaster are gradually disappearing from the cityscape, and the memory of the disaster and sense of crisis are becoming weaker.As a result, ``I would like to pass on the memories of this disaster to the next generation as lessons learned.'' It was constructed in response to the strong feelings of the disaster victims.
